AN OVERVIEW
  1. As on end January’ 08 96.3% Villages in Uttarakhand (erstwhile Uttaranchal) comprising of 15172 Nos. of Villages stand electrified with complete access to electricity as against 15761 villages (as per Census 2001) with 79.7% electrified villages in March 2001
  2. As on 31st March 2001, 12563 Villages were electrified in the State.
  3. As on 31st March 2005, 13998 (88.8% of total) Villages were electrified.
  4. 68 Villages were electrified under the Pradhan Mantri Grameen Yojana (PMGY) during 2005-06.
  5. Simultaneously the RAJIV GANDHI GRAMEEN VIDYUTIKARAN YOJANA (RGGVY) was launched in April 2005 with the aim achieve 100% Electrification of Villages and provide access to electricity to all the Rural Households by the end of XIth Plan (2007-12) as per the mission of the Government of India – POWER FOR ALL BY 2012.

DETAILS OF THE SCHEME:

  1. The MoP funded ‘RGGVY’ Scheme in Uttarakhand State encompasses all the 13 districts of the State.  The coverage of the schemes comprises of 1469 villages, 20381 Tok (Habitations) and 281615 BPL consumer connections.
  2.  Details of the physical targets/targets as per actual survey vis-à-vis the present status/progress of the project as on 30th November 2007 are as per enclosed statement.
  3. The definitive parameters of village electrification as per the scheme are as under:


  4. A Village would be declared electrified if:?

    (1) Basic infrastructure such as distribution transformer and distribution lines are provided in the inhabited locality as well as the dalit basti/hamlet where it exists.

    (2) Electricity is provided to public places like schools, panchayat offices, health centres, dispensaries, community centers etc. and

    (3) The number of households electrified shall be atleast 10% of the total number of households in the village.

  5. The schemewise execution period is two years from the date of release of the first installment. The completion of the scheme in respect of the Districts of Tehri, Bageshwar, Rudraprayag & Chamoli is December 2007, for Pauri & Uttarkashi is October 2008 and for Dehradun, Hardwar, Nainital, Udhamsingh Nagar, Almora, Pithoragarh & Champawat is March 2009 respectively. The scheme with 90% subsidy and 10% loan funding has a total outlay of Rs. 643.89 crores. However, the awarded cost of the scheme is Rs. 713.94 crores. The expenditure (till 31st January 2008) is Rs. 418.50 crores. A further requisition of release of Rs. 73.27 crores is under process by REC, the Modal Agency for RGGVY implementation.

PRESENT STATUS/ANALYSIS OF THE STATUS OF THE SCHEME:

  1. Of the 1469 villages envisaged to be electrified in scheme, actual no. of villages that are really to be electrified (as borne out by survey) numbered only 1369.  Rest of the village(s) were either already electrified or are situated in dense forest areas with only one household which are (is) taken up for electrification by UREDA.
  2. Total 20381 Toks (Habitations), originally based on ‘Peyjal’ Survey conducted in 2003 of the whole State were included in the scheme; however after actual survey this was revised to 9633 Toks as balance number of Toks were either already electrified or comprised of temporary residences (chhanis) or were in dense forest areas making them ineligible under REC’s funding norms.
  3.  Of the 281615 BPL connections under the scheme (which were identified as per Census 2001) only 143733 connections are found to be feasible as per actual survey. Provision of these connections mostly depends on the interest evinced by the aspiring consumers in getting connections, once villages/toks are electrified.

DISTRICT-WISE ANALYSIS OF PROJECTS:

  1. Village Electrification : Nearly 100% villages as proposed in DPR and found feasible as per actual survey of the scheme in Dehradun (46 against 48), Uttarakashi (173 out of 173), Pauri (328 out of 328), Chamoli (87 out of 88), Rudraprayag (40 out of 45), Haridwar (8 out of 8), Bageshwar (47 out of 47) and Champawat (91 out of 96) are electrified.
  1. Projects in Nainital (24 out of 36), Udhamsingh Nagar (0 out of 6 forest villages), Tehri (141 out of 171), Pithoragarh (133 out of 144) and Almora (57 out of 185) are lagging mainly owing to initial tardy progress or due to delays in clearance of forest cases. However all these are being targetted to be completed before 31st March 2008, the eventual target date of completion of the scheme except in Tehri, Almora & Pithoragarh Districts. Also there are extension works to be allotted for Pauri & Chamoli Districts targetted to be completed during 2008-09.
  2. Toks/ Habitations: The total no. of feasible-to-be electrified Toks/ Habitations as per actual survey is 9633, of which, a total 6211 Nos. are electrified so far.
  3. The remaining, predominantly in Tehri, Almora and Pithoragarh (nearly 2500 Nos.) and balance spread in other Districts are now part of the electrified/due to be electrified villages where works are in progress or forest clearance is awaited.
  4. These Toks (Habitations) are targetted to be completed before 31st March 2008.

  1. BPL CONNECTIONS: Of the 143733 BPL connections identified as per Survey, 87583 Nos. are connected till 31st January 2008 out of which 72798 Nos. BPL connections were released under RGGVY during 2005-08 since the launch of the Scheme in April 2005.
  1. Connections can be given in a village when villages are electrified alongwith the Toks and there is always a timelag between electrification of villages and connections released.
  2. The BPL lists are to be released from concerned DMs (now received only during the last 3-4 months) and the timelag is planned to be recouped in the remaining months.
  3. BPL connections are released on request of the incumbent consumers only and normally they are required to be informed/motivated to take the connections. It is found that some BPL consumer incumbents are reluctant as charges are leviable on consumption basis.

On the whole, the RGGVY Scheme in Uttarakhand is planned to be completed on target within 31st March 2008 barring certain exceptions, in marginal numbers more specifically in the targets of BPL connections to achieve 100% Rural Electrification during 2008-09
